My Lord,
I have the honour to transmit a petition in duplicate by a Chinese named O Yung praying for relief from the Government of the United States of America in respect of the loss of his junk, which was sunk in Hongkong Harbour on the 28th March last in collision with a Naval Collier in the employment of that Government.
I enclose also two Statutory Declarations in duplicate made on behalf of the owners of the cargo laden on the junk at the time of the collision, together with the Chinese vouchers in original and translations.

On the 14th June last the Consul-General for the United States of America forwarded to this Government a letter from Commander Rodgers of the U.S.S. "Wilmington" - a copy of which is enclosed, objecting to the hearing in the Supreme Court of this Colony of an action which had
